The BDS France campaign, in collaboration with Progressive International, the Palestinian Youth Movement, the Paris region council of the Peace Movement, the France Palestine Solidarity Association, the UJFP, Droit-solidarité, Attac, Stop Arming Israel, and The Ditch, has published a comprehensive investigative report that unequivocally demonstrates that France has consistently and significantly delivered military components to Israel throughout the genocide in Gaza, and therefore refutes the missleading assertions made by Emmanuel Macron, Minister of the Armed Forces Sébastien Lecornu, and Minister of Foreign Affairs Jean-Noël Barrot, regarding France arm export to Israel. New report details ‘uninterrupted flow’ of French arms deliveries to Israel
A report published yesterday demonstrates that the French government lied when it claimed it was not supplying weapons to Israel. According to the 10 organisations behind the document, France is supplying weapons, ammunition, and spare parts for weapons to Israel “in an uninterrupted flow.”
A dozen organisations, including Progressive International, Stop Arming Israel, AFPS, and BDS France, published a joint report this morning, the result of extensive research on French exports to Israel. Based on data published by the Israel Tax Authority, the report notes “more than 15 billion items in the category ‘bombs, grenades, torpedoes, mines, missiles, and other munitions of war’ worth more than €7 million, as well as 1,868 items in the category ‘parts and accessories for rocket launchers, grenades, flamethrowers, artillery, military rifles, and hunting rifles,’ worth more than €2 million.”
Although France has signed the UN Arms Trade Treaty, which is supposed to prevent arms sales in the event of a risk of human rights violations, it does not always appear to respect this commitment, and continues its exports under the seal of secrecy, even though the International Court of Justice attested in January 2024 to the “risk of genocide” perpetrated by Israel in Gaza.
Disclose revealed last year that Thales had continued to supply Israel with electronic components for the assembly of the Hermès 900 armed drones, even though these drones are used to bomb civilians in Gaza. Disclose’s investigation revealed at least eight deadly strikes by Israeli drones against the Gazan population since October 2023.
The report, presented this morning at a press conference introduced by MP Sophia Chikirou in the National Assembly, proves not only that arms exports to Israel are taking place, but also that they are taking place “continuously.” “Throughout the ongoing genocide, we have observed presidents shedding what can be called crocodile tears for the Palestinian people. President Macron has made speeches about the suffering of Palestinians, made empty promises about their liberation, and presented France as a champion of human rights,” said David Adler, coordinator of Progressive International, ironically in his presentation of the report. “But today we can confirm what many have long suspected: that France has played and continues to play a central role in transporting weapons to Israel, not for defensive purposes but to be deployed against the people of Gaza and the occupied West Bank.”
More than 15 billion items delivered
The report begins by detailing the quantities of weapons items listed in the Tax Authority’s report under categories designated by the World Customs Organisation’s Harmonised System code as “arms and ammunition.” Among the subcategories included, the report excludes those intended for non-military commercial use as well as those intended for “domestic use.” More than 15 billion items are identified as potentially intended for use by the Israeli military.
However, since the import data does not provide a description of the products, the report’s authors emphasise that a thorough investigation will have to clarify the use made of French components in Israeli weapons.
The report, however, details a number of weapons components used by Israel that correspond to items produced by France. Noting that France is a leader in infantry artillery and anti-tank and anti-aircraft systems, and that these weapons systems are “currently deployed by the Israeli army,” it establishes that these could have been manufactured in France and therefore correspond to the documented imports.
The report also recalls the investigation by the media outlet Disclose, which identified a French component in a machine gun used during the “flour massacre” in February 2024, during which the Israeli army opened fire on civilians waiting for a humanitarian convoy in Gaza, killing at least 117 Palestinians and wounding 750 others.
The second part of the report is based on air and sea transport data, listing 14 cargo flights, mostly containing “parts and accessories for rocket launchers, grenades, flamethrowers, artillery, rifles and military carbines,” that landed at Israel’s Ben Gurion Airport between December 2023 and April 2025. Three flights carrying F-35 parts from the United States to Israel were also noted, having transited through Paris.
Last week, when dockers in Fos-sur-Mer refused to load military components that were due to be shipped to Israel, signaling their refusal to “participate in the ongoing genocide orchestrated by the Israeli government,” Armed Forces Minister Sébastien Lecornu responded calmly: “No weapons are being sold to Israel.” A week before the annual Le Bourget arms fair, this report supports the demands of activists mobilised against it and for its banishment of Israel from the exhibitors.
“For months, within the National Defense Committee, we have been questioning the minister about arms exports to Israel,” recalled MP Bastien Lachaud, concluding the press conference. “France signed a treaty, and it must keep its word. The treaty is very clear: when there is a risk of genocide or crimes against humanity being committed, sales and deliveries must stop. This has not been the case, and the French government bears total responsibility in this matter since it is the one authorising these sales.”
